ANOTHER HOME IN JAPAN

Can a UAE resident buy a house or luxury villa in Japan?

Foreign individuals can generally acquire Japanese residential real estate without holding a Japanese residence visa. However, property-specific restrictions, land-use rules and reporting obligations can apply. A buyer's nationality, the location and category of the land, the intended use, and whether the buyer is a resident or non-resident under the relevant law all matter.

01 / PRIVATE HOLIDAY HOME

A villa for seasonal visits

You plan to keep living in the UAE while enjoying short or extended holidays at your Japanese home. We can review property-related administrative notifications and your separate immigration options.

02 / TRADITIONAL JAPANESE HOME

A home connected to Japanese culture

You are interested in a traditional house, garden or rural retreat. Older buildings, protected landscapes, farmland or surrounding forest may require checks beyond an ordinary urban apartment.

03 / MOUNTAIN OR FOREST PROPERTY

A nature-oriented second home

Properties near forests, national parks or protected areas may involve forest ownership notices, development restrictions or other location-specific procedures.

04 / VILLA WITH BUSINESS PLANS

Occasional paid guest accommodation

Letting a villa to guests for payment changes the legal analysis. Hospitality or private-lodging requirements must be checked before advertising or operating the property.

Owning property does not grant a Japanese visa.

A purchase, regardless of price, does not automatically create a right to live, work or retire in Japan. Immigration is assessed separately according to nationality, intended activities, permitted period and the applicable residence status.

IMPORTANT FOR OVERSEAS BUYERS

Japan's non-resident real-estate reporting: the 20-day rule

Under Japan's Foreign Exchange and Foreign Trade Act (FEFTA), a person classified as a non-resident who acquires Japanese real estate may be required to file a report with the Minister of Finance through the Bank of Japan. The reporting scope expanded for acquisitions made on or after 1 April 2026.

DEADLINE

Within 20 days

Where required, the report must generally be filed within 20 days after acquisition, not after the next visit to Japan.

FILING LANGUAGE

Japanese

The official report must be prepared in Japanese and submitted through the prescribed channel.

WHO MAY SUBMIT

Buyer or Japan-based agent

The non-resident acquirer or an agent residing in Japan can submit it under the prescribed procedures.

Second homes require particular attention.

The 2026 changes removed several previous exemptions concerning acquisition of the real property itself. Importantly, the Ministry of Finance distinguishes a holiday home or second home from residential-use exemptions that may continue to apply to certain rights associated with property. A buyer should not assume that a private-use villa is exempt from reporting.

Confirm whether the purchaser is a non-resident for FEFTA purposes; this is not determined by foreign citizenship alone.
Identify the actual property, purchaser, acquisition date, price, rights acquired and intended use.
Determine whether a report is required and how it will be prepared and submitted within the deadline.
Separately check any other national, regional or municipal notifications that the land may trigger.

We can discuss preparation and organization of the relevant Japanese administrative documentation and coordination with a qualified Japan-based agent where appropriate, after confirming the filing's requirements and our permitted professional scope.

LOCATION-SPECIFIC OBLIGATIONS

Other property notifications to check before purchasing

A prestigious location or large rural estate may involve reporting rules beyond FEFTA. These obligations are not limited to foreign buyers and may also apply to Japanese purchasers.

Situation Possible procedure Timing and main point
Property in a designated Special Monitoring Area Prior notice under the Act on the Review and Regulation of the Use of Real Estate Surrounding Important Facilities and on Remote Territorial Islands For specified contracts involving land of at least 200 m² or buildings with at least 200 m² of floor area, seller and buyer generally need to notify before the contract, subject to exemptions.
Large land transaction National Land Use Planning Act notification Generally within two weeks of the contract if relevant size thresholds are met: 2,000 m² in an urbanization promotion area, 5,000 m² in other city-planning areas, or 10,000 m² outside them. Special-area rules can differ.
Land covered by a Regional Forest Plan Forest Land Ownership Notification Generally within 90 days after acquiring qualifying forest land, regardless of area, unless an applicable exception applies.
Land classified as farmland Farmland Act permission or conversion-related procedure Permission may be required before acquisition or changing land use. A residential villa cannot simply be built on agricultural land without the required approvals.
Protected scenery, heritage or development areas Applicable building, land-use, landscape or heritage procedures Local regulations and the intended construction or alteration determine the necessary checks and competent authority.
Two separate deadlines can apply to the same property.

For example, a purchase may involve a pre-contract notice because of its location and a separate post-acquisition FEFTA report because the purchaser is a non-resident. Reviewing these issues only after closing may be too late for a prior-notice requirement.

Each procedure has statutory conditions and exceptions. For land-area rules, the exact zoning, applicable designated area and aggregation of parcels must be verified before making a filing decision.

ENJOYING TIME AT YOUR JAPANESE HOME

How long can you actually stay in Japan?

Your Japanese property and your Japanese immigration permission are two independent matters. The correct arrangement depends on your passport, the purpose and frequency of visits, whether you will work or operate a business, and who will accompany you.

Personal goal Potential route Important limitation
Stay for a short holiday at your villa Visa-exempt Temporary Visitor entry or a short-stay visa, as applicable Permitted length and visa requirements depend on nationality and the visit's purpose. No general work authorization.
Enjoy an extended leisure stay Designated Activities: Long Stay for Sightseeing and Recreation Eligible visa-waiver nationality, age 18+, savings exceeding JPY 30 million and insurance; 6 months with possible extension to 1 year.
Move to Japan with children An independently qualifying residence status, plus appropriate family status where available Children cannot accompany under the wealthy sightseeing long-stay scheme. Property ownership alone is not a family residence basis.
Actually operate a company in Japan Business Manager or another suitable work-related residence status Must qualify based on genuine management and current statutory criteria; real estate investment alone is insufficient.
Live in Japan indefinitely No special residence status merely for owning a second home Permanent residence is a distinct procedure with independent conditions.
For UAE citizens and UAE-based expatriates:

Qualifying UAE ordinary IC passport holders have a short-stay visa waiver for certain visits of up to 90 days. An Indian, British, Pakistani or other expatriate resident of Dubai must be assessed according to the actual passport nationality. UAE residence permission does not transfer UAE citizenship's Japanese visa privileges.

A LONGER JAPANESE SEASON

Long Stay for Sightseeing and Recreation: key eligibility

For people wishing to enjoy Japanese culture and their private holiday home over an extended period, Japan's designated activities route for sightseeing and recreation may be relevant if the legal requirements are met.

PERIOD

6 months

Possible extension to a maximum total stay of 1 year, subject to approval before the initial period expires.

SAVINGS

Over JPY 30 million

Qualifying savings held by the applicant and spouse combined, subject to the official evidence requirements.

WHO MAY QUALIFY

Eligible nationality · 18+

The principal applicant must be an adult national or citizen of a country or region covered by Japan's visa-waiver arrangements.

Proposed activities must be sightseeing and recreation, rather than work or active management of a Japanese business.
Financial records may include current balance and deposits and withdrawals over the preceding six months.
Private medical travel insurance covering the proposed stay is required.
An accompanying spouse may qualify under specified conditions; dependent children cannot accompany under this particular route.
Property value is not the savings test.

Buying a JPY 100 million villa does not mean you have satisfied the scheme's separate savings requirement. Nor is this a renewable retirement visa or a direct route to permanent residence.

IF YOU PLAN TO RENT THE PROPERTY TO GUESTS

Private use and commercial accommodation are different

Some owners want to use their Japanese property personally and make it available to paying guests while they are in the UAE. Owning a villa does not itself authorize paid accommodation operations.

Private lodging under the Housing Accommodation Business Act

Where the property meets the statutory definition of a residence, a notification may allow paid lodging for up to 180 days per year, subject to local restrictions and management requirements.

Hotel or inn operations

A business intending to provide accommodation outside the private-lodging framework may need an appropriate permit under the Inns and Hotels Act, plus building, fire and other relevant compliance checks.

We can review the relevant administrative permit or notification work within our scope. Property management, marketing, booking services and brokerage are separate services provided by the relevant businesses or licensed professionals.

A villa purchase is not a Business Manager visa strategy by itself.

If you plan to establish and personally manage a hospitality business in Japan, the separate immigration requirements for actual business management must also be examined. A passive rental investment alone does not create residence rights.

THE WORK WE CAN UNDERTAKE

Japanese administrative and immigration support for overseas owners

01 / ADMINISTRATIVE REPORTS

Property acquisition notifications

Review the relevant reporting conditions and, after checking our professional scope and permitted filing arrangements, assist with appropriate Japanese administrative documentation, including coordination with a Japan-resident submitting agent if needed.

02 / LAND-USE PROCEDURES

Location-specific permit and notice checks

Consider whether the property's location or land classification triggers Special Monitoring Area notices, forest-land notifications, land-transaction reports, farmland permissions or other administrative requirements.

03 / JAPAN IMMIGRATION

Visa and residence application support

Review short versus extended stays and prepare appropriate Japan-side immigration application documents, where the applicant, agent and procedure meet the legal filing requirements.

04 / PROPERTY USE CHANGES

Hospitality permits and notifications

If you plan permitted paid accommodation, evaluate the applicable administrative procedures and assist with necessary applications or notices within the scope of an administrative scrivener.

COMMON QUESTIONS FROM UAE RESIDENTS

Buying a Japanese villa and spending time in Japan: FAQ

Can a UAE citizen purchase a villa in Japan without a residence visa?

Generally, a foreign buyer can acquire ordinary Japanese residential property without already holding Japanese residence status. The property's location, land classification and applicable transaction rules must still be checked. Ownership does not provide immigration permission.

Can a UAE-resident expatriate buy Japanese property?

Generally yes, subject to the same property-specific checks. Your nationality and your classification as a resident or non-resident under the relevant Japanese law can affect reporting. A UAE Golden Visa does not provide a Japanese residence status.

Will buying a second home give me a Japanese visa or permanent residence?

No. Japan has no general real-estate-purchase route to residence or permanent residence. A qualifying immigration status must be established separately based on your actual circumstances and activities.

Must a non-resident buyer report a Japanese villa purchase?

In many cases, yes. Under FEFTA, qualifying non-resident acquisitions of Japanese real estate made on or after 1 April 2026 are subject to an expanded reporting framework, generally within 20 days of acquisition. Whether a specific transaction is reportable must be checked.

What does “non-resident” mean for the 20-day property report?

It is a classification under Japan's foreign exchange laws, not simply a reference to foreign nationality. A Japanese citizen living abroad may be a non-resident, while a foreign citizen may qualify as a resident depending on the legal criteria.

Is a second home exempt because it is for my personal use?

Do not assume so. Following the 2026 reporting changes, acquisition of the real property itself may be reportable even when purchased for personal use. The Ministry of Finance specifically distinguishes holiday homes from certain residential-use exemptions relating to rights in property.

Can the report be submitted in English from Dubai?

The official FEFTA report must be in Japanese. It may be submitted by the non-resident acquirer or a Japan-resident agent through the prescribed procedures. We can discuss documentation assistance and the permitted filing arrangement.

Are there extra rules for villas near important facilities or remote islands?

Yes, in designated Special Monitoring Areas certain transactions involving land or buildings of at least 200 square metres require prior notification by both parties, subject to exceptions. The precise property and proposed transaction must be checked before signing.

What if the property includes forest land?

For land covered by a Regional Forest Plan, a Forest Land Ownership Notification is generally required within 90 days of acquisition regardless of area, unless an applicable exception applies. Separate development or land-use rules may also matter.

Can I buy farmland and build my holiday villa?

Farmland is subject to separate acquisition and conversion rules. A house cannot simply be built on agricultural land without the necessary procedures and approvals. The classification and feasibility should be reviewed before purchase.

Can I stay for six months at my Japanese home?

Possibly, if you qualify for an appropriate immigration route. The wealthy sightseeing and recreation category requires eligible nationality, age, sufficient savings and insurance. It normally grants six months, with a possible extension up to one year if approved.

Can my spouse and children stay with me?

It depends on the immigration status. The wealthy sightseeing long-stay program has a specific option for an accompanying spouse, but does not permit dependent children under that particular scheme. Other family routes require their own eligibility checks.

Can I stay in Japan whenever I want if I have a UAE Golden Visa?

No. UAE residence status, including the UAE Golden Visa, does not determine permission to enter or remain in Japan. Japanese entry and residence rules depend on passport nationality, purpose of visit and the relevant authorization.

Can I rent out my Japanese villa to paying guests?

Not automatically. Private lodging may require a notification under the Housing Accommodation Business Act, with an annual limit of 180 days and possible stricter local rules. Other accommodation businesses may require an Inns and Hotels Act permit.

Do you handle property brokerage, registration and taxes?

No. We provide Japanese administrative and immigration documentation within our licensed scope. Real-estate brokerage, real-estate registration, tax filing and regulated legal representation are handled by the relevant licensed professionals. We can discuss appropriate coordination.

What are your fees and can I inquire from Abu Dhabi?

Yes. English inquiries from Dubai, Abu Dhabi and elsewhere are welcome. The initial consultation is free. Professional fees are individually quoted after we determine the specific administrative or immigration services required; approval is not guaranteed.
