Who Handles the Japanese-Side Documents?
For a successful application plan, it is essential to identify the actual Japanese contracting or receiving organization, the international talent agency, and the entity operating the venue. Their roles may differ from the company issuing the artist's payment.
| Party | Key matters to document |
|---|---|
| Japanese contracting / receiving company | Legal identity, contractual obligations, financial and staff records where required, and its role in arranging the engagement |
| Overseas talent agency | Artist representation, agency agreement, consent, booking terms and the payment arrangement |
| Event organizer / venue | Event schedule, venue use, operations, audience arrangements and relevant permits or supporting materials |
| Each performer | Passport details, professional history, actual duties, activity dates and personal application records |
Choosing the Correct Entertainer Category
Japan's Entertainer status of residence covers certain stage performances, entertainment events and other performing-arts activities. Required documents differ by activity and applicable criteria.
Criteria 1(a), 1(b) and 1(c)
Singing, music, dance and theatre. The criteria depend on Japanese contractual arrangements, the organizer, venue operations and remuneration.
Criterion 2
Qualifying entertainment events other than the theatrical or musical categories, such as certain professional sporting events.
Criterion 3
Qualifying advertising, film or broadcasting production, commercial photography and other specified entertainment activities.
Crew and support personnel
Tour managers, camera operators and technical staff may need different immigration assessment from performing artists.
Managing Multiple Artists and Repeat Events
For applications under Criterion 1(a), the Japanese contracting entity may fall into different document categories depending on whether it has previously received a qualifying COE for an Entertainer engagement. This can affect which records are required. However, prior filing history does not give new artists automatic permission to work in Japan.

Frequently Asked Questions
Can an overseas talent agency contact you directly?
Yes. We welcome English-language inquiries from overseas agencies. Before application, we confirm the Japanese contracting or receiving organization and the relevant authorization for preparing or submitting documents.
Can you help with a whole band or touring cast?
We can coordinate common event records and individual performer documents. Every foreign performer still needs their own immigration eligibility assessment and applicable filing.
Do we need a permanent Japanese sponsor?
There is no universal requirement described by that phrase for every project, but the relevant Japanese contracting or receiving arrangements must be documented. We do not supply an artificial sponsor or become the promoter.
Does a previous COE make the next application easier?
Some document rules depend on the Japanese contracting entity's history under Criterion 1(a), but past COE issuance does not guarantee new approvals. Current contracts, activities and category requirements must be checked.
Can artists perform as Temporary Visitors if the fee is paid abroad?
Not automatically. The payment location and short duration do not by themselves determine immigration eligibility. Professional performance activities may require Entertainer status.
Are multiple-city tours treated as separate applications for each venue?
Not simply because venues are in different cities. The applicable immigration jurisdiction, receiving organization and individual circumstances determine the correct process.
Can you handle repeat projects under one retainer?
We can discuss ongoing assistance, but fees and arrangements depend on the expected work. No unlimited filing package or standard retainer price is implied by this page.
Are tour managers and sound engineers covered as Entertainers?
Not necessarily. Crew members and support personnel may require different immigration assessment based on their actual duties in Japan.
When should we start preparing?
As early as the booking and contract stage. COE examination, consular visa applications and travel are separate steps, and we cannot guarantee a particular approval or entry date.
Can you assist clients across Japan?
We accept consultations across Japan and overseas. Filing methods, applicable jurisdiction, in-person attendance and any extra expenses are confirmed for each case.
