Keep Your Base in the UAE. Explore More Time in Japan.

Living in Dubai or Abu Dhabi with a non-UAE passport? Whether you hope to spend a season in Japan, work remotely for overseas clients, or build a genuine Japan-based business, your nationality and intended activity determine which immigration options may be available.

Masanobu Kawagoe Administrative Scrivener Office provides Japan-based immigration application and document support for internationally mobile UAE residents. We help you assess a lawful route without assuming that UAE residency, wealth or ownership of Japanese property automatically grants a right to stay.

AN INTERNATIONAL LIFE, TWO DIFFERENT COUNTRIES

Who is this service for?

01 / INTERNATIONAL INVESTORS

Spend a longer season in Japan

You live in the UAE, have independent financial resources and would like more time for leisure, culture or travel in Japan. The applicable long-stay route depends on passport eligibility and the scheme's specific requirements.

02 / REMOTE ENTREPRENEURS

Work online for overseas clients

You earn income from clients or an employer outside Japan and wish to stay temporarily while working remotely. The Digital Nomad rules may be relevant if your nationality, work, income and insurance qualify.

03 / UAE-BASED BUSINESS OWNERS

Build a real Japanese operation

You want to manage a Japanese company or relocate an executive. A business or employment-based status may be relevant, but merely owning shares or maintaining a UAE company is not enough.

04 / FREQUENT JAPAN VISITORS

Plan repeat trips lawfully

You regularly travel between Japan and Dubai or Abu Dhabi. We can explain when ordinary short visits may be appropriate, when a longer-stay status is needed and how re-entry rules apply to qualifying residents.

FIND YOUR APPROPRIATE ROUTE

Japan visa and residence options compared

Japan does not offer a single “second home visa” for people who can afford to live in several countries. Consider the purpose and duration of each planned stay before choosing a procedure.

Your intended activity Potential route Essential limitation
Short holiday, family visit or permitted business meetings Temporary Visitor / qualifying visa waiver or short-stay visa Entry rules and permitted period depend on nationality; employment is not generally permitted.
Extended leisure and recreation Designated Activities: Long Stay for Sightseeing and Recreation Eligible visa-waiver nationality, age 18+, savings exceeding JPY 30 million and insurance; no dependent children under this scheme.
International remote work during a temporary stay Designated Activities: Digital Nomad Eligible nationality, annual income of JPY 10 million or more and required insurance; six months without extension.
Actual management of a qualifying Japanese business Business Manager or another appropriate status Requires a genuine Japanese business and compliance with the current immigration standards.
Genuine assignment or professional activity in Japan Intra-company Transferee, Highly Skilled Professional or another work status Must meet the specific work, employer, qualification and activity requirements.
Permanent residence or indefinite second-home access No automatic route based on wealth or property ownership Permanent residence has independent requirements, including relevant residence and conduct criteria.

A Japanese visa, the permission to land, a status of residence and permission to re-enter Japan are distinct legal concepts. There is no guarantee of repeated entry or extension simply because you have travelled to Japan before.

THE FIRST QUESTION: YOUR PASSPORT

Why UAE residency and passport nationality must be assessed separately

Many affluent people living in Dubai or Abu Dhabi hold passports issued by other countries. A UAE residence permit, Emirates ID, long-term residency or property ownership in Dubai does not transfer UAE nationality or its Japanese visa-waiver benefits to you.

Visa-waiver national

Some nationalities, including the United Kingdom and United States, may qualify for visa-exempt short visits subject to the applicable conditions. That alone does not authorize working or unlimited residence.

Visa-required national

Other nationalities, including many Indian and Pakistani passport holders, ordinarily need to consider the relevant Japanese visa procedure before visiting. UAE residence alone does not create a general exemption.

UAE citizen

Qualifying UAE nationals with valid ICAO-compliant ordinary IC passports can visit for certain short-term purposes for up to 90 days under the waiver effective 1 July 2025. This does not itself confer long-term residence.

Travelling with different passports in one household?

Each traveller's visa and eligibility requirements should be checked separately. Spouses and children may qualify under different rules, even if everyone holds a UAE residence permit.

WORK FOR OVERSEAS CLIENTS WHILE IN JAPAN

Japan Digital Nomad status: six months of qualifying international remote work

Japan has a dedicated Designated Activities category for Digital Nomads. It is intended for eligible foreign nationals who temporarily work using information and communication technology for qualifying overseas organizations or clients while physically staying in Japan.

PERMITTED PERIOD

6 months

The period cannot be extended under this category. This is not a renewable residence scheme or an indefinite right to stay.

APPLICANT'S INCOME

JPY 10 million+

The principal applicant's annual income must be at least JPY 10 million at the time of application.

MEDICAL INSURANCE

JPY 10 million+

Required private insurance must cover the stay, including at least JPY 10 million in medical treatment coverage for injury and illness.

Nationality: the applicant must be a national or citizen of a country or region designated for the Digital Nomad category; visa-waiver eligibility and the relevant tax-convention criteria apply.
Qualifying activity: remote work for a foreign organization under an appropriate contract, or online provision of services or goods to persons overseas, within the permitted scope.
Proof: income evidence, current work or contract records, itinerary and insurance documents appropriate to the application.
Remote work is not automatically permitted as a tourist.

Do not assume a Temporary Visitor status permits your ordinary work just because you are paid overseas. Digital Nomad status does not permit employment under a contract with a Japanese organization, and it does not generally allow separate work outside its authorized activities. A residence card is not issued for this six-month Digital Nomad status.

A spouse or child may qualify under a related Digital Nomad family category, but nationality, dependency and insurance conditions must be checked individually. The accompanying person's permission is also limited and does not automatically authorize employment.

A LONGER LEISURE SEASON

Long Stay for Sightseeing and Recreation: a different option from Digital Nomad

Some financially independent UAE-based expatriates may prefer a longer leisure stay without working. Japan's Designated Activities for Long Stay for Sightseeing and Recreation is separate from the Digital Nomad category and has different eligibility requirements.

Who may qualify?

Eligible nationals of Japanese short-stay visa-waiver countries or regions, aged at least 18, with qualifying savings held by the applicant and spouse combined exceeding JPY 30 million, together with required medical travel insurance and supporting evidence.

How long may you stay?

Six months initially, with a possible extension to a maximum of one year if the relevant conditions are met and extension is granted before the existing period expires.

What about your spouse?

An accompanying spouse may qualify under specific joint-travel and residence arrangements. Separate stays by spouses can involve a higher combined savings threshold.

What about your children?

Dependent children cannot accompany under this particular wealthy visitor long-stay scheme. A separate lawful route is necessary for any child who wishes to reside in Japan.

High net worth is not the same as qualifying savings.

Ownership of companies, investments or real estate does not automatically demonstrate the prescribed savings. Bank-balance evidence and the previous six months of account transactions may be requested. The JPY 30 million threshold is not a fee paid to the government or our office.

WHEN YOUR ACTIVITIES ARE MORE THAN VISITING

Business owners, investors and executives: when actual residence may be relevant

If you will actually operate a business or undertake eligible employment activities inside Japan, a genuine business or professional immigration route may be required. Holding UAE company shares or purchasing a Japanese property does not itself create Japanese residence rights.

Business Manager

For qualifying actual management in Japan. The revised framework effective 16 October 2025 generally includes at least JPY 30 million in qualifying company capital or contributions, one eligible full-time employee, Japanese-language capability, the applicant's experience or education, a genuine office and a credible business plan.

Intra-company Transferee

For a genuine qualifying assignment from an overseas group entity to a Japanese receiving organization, subject to corporate relationship, duties, employment-history and remuneration criteria.

Highly Skilled Professional / J-Skip

For eligible professionals and executives whose proposed Japanese activities and qualifications meet the relevant criteria. High income or financial assets alone do not guarantee eligibility.

Retaining your UAE connection

A cross-border business structure may be possible, but actual duties, residence activity, renewals, tax position and compliance require careful consideration. Immigration permission is not a generic multi-country residence pass.

TRAVEL BETWEEN JAPAN AND THE UAE

Re-entry and keeping a Japanese residence status valid

For people who already hold an eligible Japanese residence status, temporary travel between Japan and the UAE raises a different set of questions from obtaining a first visa.

Deemed re-entry permission

Qualifying residents who hold the necessary valid passport and, where applicable, residence card can generally use deemed re-entry procedures for a return within one year of departure, or before their current period of stay expires if earlier. Exclusions apply.

Ordinary re-entry permit

Where a longer absence is anticipated, an ordinary re-entry permit may be needed before departure. Its validity remains subject to the existing residence period and the applicable legal limits.

Actual permitted activities

Holding a residence card is not sufficient if the underlying work or other authorized activity is no longer genuinely being performed. Certain prolonged inactivity can raise residence-status issues.

Tax, address and health coverage

Immigration permission, Japanese municipal-registration obligations, health insurance and taxation are separate matters. Tax residency and treaty questions should be reviewed by a qualified tax professional.

A re-entry permit does not extend the existing residence period.

Similarly, frequent visa-free short visits are not a substitute for the residence status required by your actual activity. Do not plan to maintain a status indefinitely without meeting its continuing conditions.

PREPARING FOR A USEFUL FIRST REVIEW

Documents and facts we may need to examine

Topic Information to prepare
Identity and travel Passport nationality, UAE residence circumstances, intended Japan travel dates and previous Japanese immigration history.
Purpose of stay Tourism itinerary, remote-work activity, overseas employer or client information, or proposed actual management in Japan.
Financial evidence Where relevant, income documentation, qualifying savings records, account history and evidence of available funding.
Health insurance Policy covering the intended stay and the specific medical treatment or travel coverage required by the relevant category.
Family members Nationality and intended activity of each spouse or child, plus relationship evidence where necessary.
Japan-side filing arrangement The eligible applicant or agent in Japan, receiving organization where relevant and any consular steps needed in the UAE.

This is an overview, not a fixed document checklist. Government authorities may ask for additional evidence or Japanese translations. Do not send passport scans, bank statements or sensitive records in your first inquiry.

FREQUENTLY ASKED QUESTIONS

Japan stays for UAE expatriates: common questions

Does my UAE Golden Visa allow visa-free travel to Japan?

No. A UAE Golden Visa is a UAE residence permission, not Japanese visa-waiver nationality. Japan's short-stay rules depend principally on your passport nationality, travel document and visit purpose.

Can I spend several months a year in Japan while retaining my Dubai home?

Possibly, but you need to match each stay with a lawful Japanese route. There is no general right to remain for six months merely because you are financially independent or own accommodation in Japan. Repeated short visits are assessed individually.

I have an Indian or Pakistani passport and live in Dubai. Is a Japan long-stay visa available?

The wealthy sightseeing/recreation long-stay scheme requires nationality covered by Japan's visa-waiver arrangements, so UAE residence alone does not qualify you. Other residence categories may be possible if your real activities and circumstances meet their separate requirements.

Can a British or American expatriate in the UAE use the wealthy long-stay scheme?

Potentially, subject to current passport eligibility, age, qualifying savings exceeding JPY 30 million, medical travel insurance, purpose and other evidence. Nationality alone does not guarantee permission.

What is the difference between Japan's Digital Nomad and wealthy visitor schemes?

Digital Nomad status is for specifically defined international remote work, requires annual income of at least JPY 10 million and qualifying insurance, and lasts six months without extension. The wealthy visitor long-stay route is for tourism/recreation and has a different nationality and savings test; an extension can be available up to a one-year maximum.

Can I work remotely for my UAE company while visiting Japan as a tourist?

Do not assume that your usual remote work is authorized merely because the employer is outside Japan. The nature of the work and the status you hold matter. Digital Nomad or another qualifying status may need to be considered.

Can the Digital Nomad status be renewed after six months?

No, it cannot be extended. Official guidance describes eligibility for a fresh stay under this category after the prescribed interval following departure, subject to the applicable rules at that time. It is not a permanent or continuously renewable residence program.

Can my spouse and children accompany me as a Digital Nomad?

Potentially. There is a separate category for a qualifying dependent spouse or child, with its own eligible nationality and insurance conditions. It does not automatically allow work.

Will I receive a Japanese residence card as a Digital Nomad?

No. The six-month Digital Nomad category does not result in a residence card. A longer period of lawful residence under another qualifying category involves different requirements and procedures.

Will buying a home in Tokyo, Kyoto or Hokkaido give me a residence visa?

No. Buying property in Japan does not automatically grant a Japanese visa, work permission or permanent residence. The immigration basis must be established separately.

I own a UAE company. Can I receive a Japanese Business Manager visa?

Not simply because you own a UAE business. Business Manager status requires genuine qualifying operation or management of a Japan-based business, with the current capital, staffing, office, language and other requirements assessed individually.

If I obtain Japanese residence, can I spend most of my time outside Japan?

This cannot be answered from residence-card validity alone. Your real activities, the conditions of the particular status, absence history, re-entry permissions, renewal and other obligations matter. A status may be affected if its core qualifying activities are not genuinely maintained.

Does a deemed re-entry permit let me stay abroad for one year in every case?

No. For qualifying residents, the period is generally up to one year after departure or the existing residence-status expiry, whichever is earlier. Some persons are excluded, and it does not extend the underlying residence period.

Will my UAE tax residency automatically remain unchanged if I stay in Japan?

No such outcome can be assumed. Immigration status, days in Japan and taxation are different analyses. Ask an appropriately qualified tax professional about Japan/UAE tax rules, treaty provisions and your personal circumstances.

Can you assist me from Dubai without an office visit?

Yes, you may begin with an English online inquiry. We can discuss suitable documents remotely. Any filing must still follow the applicable rules about who may apply, the proper receiving office and consular steps.

Are fees fixed, and is the initial consultation free?

The initial consultation is free. All UAE-focused matters are individually quoted after the intended procedure and scope are understood. Official charges and third-party costs may be separate. Approval cannot be guaranteed.
