Reason-based review
Separate points problems from activity and documentary issues.
Has your Highly Skilled Professional COE application or change-of-status request been refused? A refusal does not automatically mean that every future application will fail. The next step is to identify the actual problem, preserve any current lawful status and decide whether a corrected HSP application or another immigration route is appropriate.
Separate points problems from activity and documentary issues.
Check your current period of stay and planned activities.
Prepare corrected evidence rather than repeating the same application.
Begin with the precise application type and the official notice. A refusal of a COE application, a change of residence status and an extension of stay do not have identical legal effects. If you already live in Japan, confirm your current permission and the expiry date promptly.
Incorrect degree category, unproved experience, unsupported bonus points, salary calculation or points table.
Role descriptions are too general, technical duties do not fit the claimed category, or real management authority is unclear.
Missing Japanese organization records, inconsistent contracts, inaccurate dates or insufficient documentary proof.
| Claimed item | Frequent problem | Better evidence approach |
|---|---|---|
| Overseas degree | Claiming a higher degree level or special university bonus without meeting the official conditions. | Confirm award type and eligibility; submit the correct degree and institutional proof. |
| Professional experience | Counting unrelated jobs, overlapping months or undocumented employers. | Create a chronological experience table supported by employer duty certificates. |
| Planned salary | Adding projected overtime or reimbursed expenses to qualifying annual pay. | Provide a clearly separated remuneration schedule and legal eligibility analysis. |
| Research achievements | Substituting a publication list for evidence of the official research-achievement criteria. | Check exact eligible publications, grants or patents and their supporting records. |
| Language / certification bonus | Claiming expired, unrecognized or inapplicable credentials. | Check the official qualifying category and submit the recognized certificate. |
| Employer bonus | Assuming the company receives points because it is a startup or technology business. | Confirm that the relevant official innovation or designated criterion actually applies. |
| Category | Typical mismatch | Review focus |
|---|---|---|
| HSP (i)(a) | Applicant claims academic research points but actually performs ordinary product engineering. | Host contract, actual research/teaching and evidence of academic activity. |
| HSP (i)(b) | Applicant claims specialized technical activity but role consists mainly of routine support or unrelated tasks. | Job responsibilities, educational/career connection and actual employment terms. |
| HSP (i)(c) | Executive title used without genuine business-operating or management duties. | Authority, decisions, organizational structure and Japan business reality. |
For HSP (i)(b) and (i)(c), the ordinary separate ¥3 million annual remuneration threshold should also be checked. For HSP (i)(c) applicants carrying out Business Manager activities, the revised Business Manager criteria effective October 16, 2025 may also apply; 70 HSP points do not waive those rules.
A revised application may be possible if you can establish the correct activity, evidence and other conditions. The best response depends on why the previous application failed and whether circumstances have genuinely changed.
Examine forms, the points sheet, contracts, explanations, supporting records and the refusal notice.
Distinguish missing proof from a role or salary that cannot legally qualify.
Consider corrected HSP filing, a different appropriate residence status or another necessary action.
Correct dates, amounts and activity descriptions and explain material differences from the earlier submission.
Verify whether a new COE, change or extension may be lodged and its effects on current residence rights.
If qualified specialist work exists but ordinary HSP points are below 70, an eligible technical work status may be considered.
Academic or corporate research appointments may fit their specific ordinary residence statuses where requirements are met.
Genuine business management requires review under current rules; J-Skip may be relevant only for applicants meeting its separate conditions.
| Decision type | Important considerations |
|---|---|
| COE not issued | Applicant normally remains outside Japan; review host, category, eligibility and evidence before any new COE application. |
| Change of status refused | Applicant already in Japan must verify the existing status, its expiry date and what activities remain permitted. |
| Extension refused | The possible consequences for lawful stay are particularly urgent and depend on the decision, current permit and applicable procedural rules. For ordinary HSP (i), falling below 70 points at renewal can prevent an extension even if the earlier approval was valid. |
| Consular visa not issued | A visa decision is distinct from the COE decision and may be handled under different consular procedures. |
Immigration application outcomes cannot be guaranteed. The time needed to gather corrected documents differs by case.
| Service | Professional fee (tax included) |
|---|---|
| HSP No. 1 — Certificate of Eligibility (COE) | From ¥110,000 |
| HSP No. 1 — Change of status of residence | From ¥110,000 |
| HSP No. 1 — Standard extension with no employer change | From ¥44,000 |
| HSP points — detailed documentary assessment | ¥16,500 |
| Reapplication explanation / improvement statement only | From ¥55,000 |
| HSP No. 2 — Change of status | From ¥110,000 |
| J-Skip — Special Highly Skilled Professional application | From ¥165,000 |
These are starting professional fees, not an assurance that every case falls at the minimum price. The ¥55,000 reapplication statement service is a document-only service and does not include a new COE, change or renewal application. A refusal history or urgent deadline may require a higher individual quotation. The detailed points-assessment fee is credited toward the application fee if you subsequently engage our office for the related immigration application. Government permission fees (where applicable), translations, certificate procurement, postage and other out-of-pocket costs may be charged separately. We provide an individual quotation in advance.
A new COE application may be possible, but repeating the same unresolved evidence or eligibility problems is unlikely to be useful. Timing and procedure should be checked.
No single automatic appeal route applies to every HSP-related decision. The relevant procedures and available options depend on what was refused.
Not simply because you intend to reapply. Your lawful stay depends on your current status, expiry date and any specific legal provisions that apply.
Potentially, if the planned work and background independently satisfy Engineer/Specialist in Humanities/International Services requirements and the procedural situation allows it.
A claimed score may not be recognized, or the underlying activity, supporting documents or other permission criteria may not be satisfied. The previous record needs review.
Accurate supplementary documentation may help if it truthfully clarifies prior duties and periods. Creating false documents or changing the facts is never appropriate.
Not necessarily. Future eligibility depends on the actual reason for refusal, relevant facts and the requirements of the intended application.
There are procedures for seeking information about a decision, but the amount and form of explanation can vary. We cannot promise a particular explanation.
Application type, decision notice, submitted HSP category and score, Japanese host role and your current residence-status situation. Sensitive documents can be requested through an agreed secure process later.
No. We provide an evidence-based assessment and application support, but the final decision belongs to the immigration authorities.
