Assess university status, diploma, transcripts and relevance to the Japanese job.
Review advanced education, specialist qualifications and the proposed work duties.
Consider curriculum evidence, professional experience and alternative qualification routes.
Yes. Japan's Immigration Services Agency explains that the academic criterion referring to a university includes foreign universities. University graduates who studied outside Japan can qualify for Engineer / Specialist in Humanities / International Services when all applicable conditions are met.
The examination concerns the foreign educational institution, actual graduation or equivalent education, the knowledge acquired, the work proposed in Japan, and the contract with a Japanese public or private organization.
May satisfy the university qualification requirement if the institution and education are appropriate and the proposed duties qualify.
Postgraduate education may provide relevant evidence. A graduate degree alone does not authorize any job in Japan.
Institutional status, academic level and the actual degree must be examined. Online delivery does not itself settle eligibility.
The proposed work should require specialized knowledge or skills related to the applicant's education. For university graduates, the relationship between studied subjects and professional duties is assessed relatively flexibly, rather than insisting that the names of the degree and job must match exactly.
Nevertheless, a connection must still be shown. A degree in any subject is not automatic permission to do any specialist job.
| Foreign university background | Proposed job in Japan | Evidence to explain |
|---|---|---|
| Computer science / IT | Software engineer | Programming, systems and technical subjects related to actual development. |
| Business / economics | Marketing analyst or corporate finance | Business management, economics, statistics and specialist professional duties. |
| Mechanical or electrical engineering | Engineering design / development | Engineering coursework and planned technical responsibilities. |
| Mathematics / statistics | Data analyst or quantitative specialist | Mathematical analysis, research methods and use in the new role. |
| Psychology / social sciences | UX researcher or market researcher | Research methodology, behavioral studies and the employer's actual projects. |
| Languages / international relations | Interpretation or overseas communications | Actual professional activities and the relevant humanities or international-services rules. |
| Unrelated subject | Technical or specialist work | Check relevant courses, additional studies, eligible work experience or another legal qualification basis. |
Some countries award a standard university bachelor's degree after three years of education. Japan's ordinary Engineer / Specialist rules do not impose a universal four-year-only requirement on every foreign university graduate.
A three-year degree should be examined in the context of the country’s formal educational system, the academic standing of the institution, the actual credential awarded and the relationship between the course of study and the planned duties.
| Educational qualification | How to assess it |
|---|---|
| Three-year university bachelor’s degree | May qualify. Verify genuine university-level graduation and relevant study. |
| Four-year university bachelor’s degree | Verify graduation, university status, actual academic content and specialist work. |
| Foreign master's degree | Review the awarding institution, educational background and relationship to duties. |
| Foreign associate degree | Needs individual review; do not assume it is equivalent to a Japanese junior-college qualification. |
| Unfinished university program | Attendance alone does not prove qualifying graduation. Relevant experience may need examination. |
| Online or blended university program | Review institution and award legitimacy, curriculum, level and evidence. |
The term college varies significantly between countries. Japanese immigration distinguishes university graduates, persons with education equivalent to university level, graduates of Japanese junior colleges, and those completing qualifying Japanese specialized-training-college programs.
| Educational institution / credential | General treatment |
|---|---|
| Foreign university graduate | Can meet the university education criterion if the university, qualification and relevant studies satisfy the applicable requirements. |
| Japanese junior college (短期大学) | The Immigration Services Agency confirms that graduates of Japanese junior colleges fall within the university-graduation criterion. |
| Foreign short-cycle college / associate degree | Not automatically equivalent to a Japanese junior college. Education level, institution and possible university equivalence require individual examination. |
| Japanese specialized training college | A distinct pathway exists for qualifying Japanese vocational courses, including the prescribed Specialist (専門士) or Advanced Specialist (高度専門士) qualifications or other applicable completion criteria. |
| Foreign vocational school | Graduation from a foreign institution equivalent merely to a Japanese vocational school does not automatically meet the Japanese specialized-training-college pathway. |
| Private coding or business bootcamp | A private training certificate alone does not usually establish university-equivalent education. Consider another qualifying route if applicable. |
The appropriate documentation depends on the educational system and the receiving organization's immigration category. Where the university or degree is unusual, supplementary records can help explain its status.
A student with a Japanese job offer but who has not yet graduated from an overseas university is in a different situation from a person who already holds a completed degree.
Obtain enrollment records, expected-graduation confirmation, transcripts and the planned degree-award date. Confirm with the competent immigration office whether preliminary COE submission can be accepted.
Request an official certificate confirming actual graduation or conferral. A provisional student record alone is not the same as proof of completing the degree.
There is no universal requirement to have graduated recently. The degree, relevant specialist work and other present immigration conditions still need review.
When a degree does not clearly support the intended specialist role, other statutory eligibility pathways may be considered. They are not interchangeable and depend on the actual nature of the planned work.
| Potential route | Main points |
|---|---|
| Relevant university education | Qualifying education related to specialist technical or humanities activities, together with an appropriate Japanese contract and remuneration. |
| Relevant professional career | Generally at least 10 years of related experience for technical/humanities work, with eligible educational periods countable where legally prescribed. |
| International services | Generally three years of relevant experience in specified foreign-culture-based activities, subject to the particular rules. |
| University graduates in translation, interpretation or language instruction | A specific exception to the three-year international-services work-experience condition may apply. |
| Prescribed IT examinations or qualifications | Ministerially designated information-technology examinations or qualifications may create an exception to the ordinary educational/experience requirement for qualifying IT work. |
| Japanese specialized-training education | Separate qualifying provisions apply to certain graduates of Japanese specialist courses. |
Professional work after graduation can help demonstrate technical knowledge and explain career development. However, one or two years in an unrelated occupation does not automatically replace the qualifications required for a different specialist job.
| Applicant background | Relevant consideration |
|---|---|
| Economics graduate with two years of marketing analysis | Degree coursework may support the proposed marketing analyst role. The two years are not, by themselves, the alternative ten-year experience route. |
| History graduate with software development experience | Review any technical education and work history. If the degree does not reasonably relate to development, consider the applicable career or designated IT examination route. |
| University graduate entering professional translation | Consider the particular international-services exception for university graduates undertaking translation, interpretation or language teaching. |
| Business graduate moving into warehouse work | A qualifying degree does not transform routine warehouse tasks into authorized Engineer/Specialist activities. |
| Graduate with several foreign employers | Obtain exact employment periods, specific duties and authentic employer-issued evidence if a relevant-career route is claimed. |
Software engineering, systems design, data engineering, electrical and mechanical engineering, and other qualifying technical work.
Financial analysis, specialist marketing, corporate planning, overseas sales strategy, human resources and business development.
Qualifying interpretation, translation, public relations, overseas transactions or other specified foreign-culture-based professional work.
The company's industry alone does not determine eligibility. A manufacturing business, hotel, trading company or technology startup may employ qualifying professionals, but the employee's actual principal duties must fit the residence category.
There is no blanket JLPT N2 requirement for every Engineer / Specialist in Humanities / International Services applicant. A Japanese employer may set language requirements according to its actual business needs, but these are not necessarily universal immigration criteria.
From April 15, 2026, certain applications involving category 3 or 4 receiving organizations and principally language-based interpersonal duties require evidence of language ability equivalent to CEFR B2 in the language used for work. Applicants should review the activity, company category and applicable exemptions.
A genuine Japan-side organization and qualifying contract are essential. The supporting documents depend on the receiving organization's category and the kind of application being made.
| Foreign graduate | Japanese employer |
|---|---|
| Passport details and required application photograph. | Employment contract or other qualifying agreement and remuneration details. |
| Official graduation and degree records. | Job description explaining genuine specialist duties. |
| Academic transcript and course descriptions if needed. | Company category evidence and prescribed organizational documents. |
| Employer certificates proving relevant experience when relied upon. | Business profile, financial information or business plan where required. |
| Appropriate Japanese translations of overseas documents. | Applicable category 3/4 representative declaration and any additional prescribed materials. |
| Current residence status where applying from inside Japan. | Appropriate COE, change-of-status or extension support depending on the circumstances. |
Overseas candidates generally use the Certificate of Eligibility route when entering Japan for long-term employment. The subsequent consular visa application and landing process are separate. Foreign graduates already lawfully resident in Japan may need a change-of-status application instead.
Japan introduced additional document-simplification arrangements from December 1, 2025 for certain applications changing status from Student to Engineer / Specialist in Humanities / International Services or Research.
One qualifying group involves graduates of foreign universities listed in the top 300 in at least two of three designated international university rankings.
Check the university name, country, type of degree, completion status and awarding institution.
Compare the transcript and actual academic knowledge with the Japanese specialist job description.
Consider university education, an appropriate experience route or a prescribed technical exception.
Check the contract, duties, salary, organization category and any additional documentation.
Use the relevant COE, change-of-status or other procedure and provide appropriate translations.
Follow the official visa and residence decisions. Do not begin activities that are not authorized under the current status.
Tell us your university, country, degree type, academic major, professional experience and proposed Japanese position. We can help identify the appropriate immigration requirements and documents.
Request an English ConsultationThe university's legal standing, the type of award or the actual graduation date is not adequately documented.
The applicant's course content does not clearly explain the specialist knowledge needed for the job.
The offer describes a professional title, but the real duties largely consist of routine or manual work.
| Service | Professional fee (tax included) | Scope |
|---|---|---|
| Engineer / Specialist COE application | From ¥110,000 | Overseas recruitment and supporting documentation. |
| Change of status to Engineer / Specialist | From ¥110,000 | Eligible foreign residents already in Japan. |
| Ordinary renewal without a job change | From ¥44,000 | Standard continuation with no significant changes. |
| Complex academic equivalence, work history or additional explanations | Individual quotation | Work scope reviewed before engagement. |
These are starting professional fees. Government permission charges where applicable, translations, obtaining academic documents, postage, travel and other actual costs are separate. An ordinary COE application itself generally has no immigration filing fee.
We review the circumstances and explain the fee scope before paid work begins. Our professional services cannot guarantee a Certificate of Eligibility, visa or change-of-status approval.
Potentially. The Immigration Services Agency recognizes foreign universities within the university-education criterion. The degree, actual specialist duties, Japanese organization, remuneration and other conditions must also qualify.
No. A qualifying foreign university degree may satisfy the educational route for Engineer / Specialist in Humanities / International Services.
Possibly. A legitimate three-year university degree is not automatically rejected solely because of its duration. The educational institution, degree and course content should be assessed.
There is no universal four-year-only rule for all foreign university degrees under the ordinary Engineer/Specialist university-education requirement.
Global reputation is not the basic eligibility test. The institution's educational status, actual award, relevant study and supporting documents matter.
It may be possible where the institution and degree genuinely satisfy the applicable academic criteria. The online delivery method alone does not decide acceptance.
Actual graduation or qualification is important. An official degree-award or graduation document may be required, while transcripts can help establish academic relevance.
Not as an automatic universal requirement for every Engineer/Specialist COE. Check the applicable official checklist and any specific request for document authenticity.
It depends. University graduates' subject-to-job relationship may be evaluated relatively flexibly, but a meaningful connection or another qualifying route must be established.
Ordinary certificates do not automatically replace the statutory qualifications. Certain officially designated IT examinations or qualifications have a specific exception for qualifying IT work.
Prescribed periods of related study can be included in the ten-year relevant-experience calculation where the applicable rules allow it. The subjects and actual periods must be evidenced.
Not universally. Some language-centered interpersonal activities under applicable category 3/4 cases require separate work-language evidence equivalent to CEFR B2.
Potentially. The company needs genuine specialist work, suitable remuneration and the organizational documents applicable to its immigration category.
No. The degree is only one part of the examination. The position, work duties, contracting organization, remuneration and immigration suitability also matter.
The Immigration Services Agency confirms that graduation from a Japanese junior college falls within the university-graduation criterion. The proposed professional work and other residence conditions must still qualify.
Not automatically. A foreign short-cycle higher-education award needs individual assessment of its educational status and possible university-level equivalence.
No automatic equivalence exists. The Japanese specialized-training-college educational pathway has its own conditions, and graduation from a foreign vocational school alone does not generally satisfy that distinct route.
There is no universal minimum number of years after graduation if a qualifying relevant university degree satisfies the technical/humanities educational route. Different standards apply where the application relies on experience instead.
Do not assume an expected-graduation document alone will always be sufficient. Confirm the proposed filing and any later submission of official graduation documents with the competent regional immigration office.
No. The top-ranking condition is relevant to a defined supporting-document simplification for some Student-to-work applications, not a universal requirement for recognition of overseas universities.
No universal annual figure applies to every ordinary Engineer/Specialist applicant. The remuneration must generally be at least equivalent to what Japanese nationals receive for comparable work.
Yes, potentially. A qualifying Japanese receiving organization can generally apply for a COE for an overseas candidate, followed by the appropriate consular visa procedure where required.
Our professional fee starts from ¥110,000 including tax for an Engineer/Specialist COE or change-of-status application. Translation costs, government fees where applicable and other disbursements are separate.
Yes, subject to reviewing the circumstances. Please provide your university and country, degree, transcript where available, previous work and the proposed Japanese job. Complex matters are individually quoted.
